Inkscape for my vector needs.

PS almost never for very minor tweaks. I'm basically stopped using this one.

Paint.net for nice editing and changes such as conversion of formats.

MSPAINT This tool will never leave my toolkit. Quite a few of my skins are made by mspaint, including ones in cursorxp, few desktopx, as well as one windowblinds skin.

Kineticfusion and openoffice for any and all flash needs. First is very hard to find ever since company died a long time ago. You can find it if you look really, really hard. What? You think I would spend hundred bucks for that program? It'd be nice, but expensive.
